Overview of ALDA’s Presence and Mission in Ukraine
Since 2012, ALDA – European Association for Local Democracy has been active in Ukraine, promoting democratic governance, citizen participation, and cooperation between local authorities and civil society. ALDA works in Ukraine through its dedicated Ukraine Task Force, with teams based in Kyiv, Brussels, and Vicenza.
ALDA coordinates and supports a growing network of Local Democracy Agencies in Ukraine — locally registered, non-governmental entities that act as hubs for community cohesion, city diplomacy, and long-term partnerships between Ukrainian and European local and regional authorities.
Amidst the challenges brought by the war, ALDA continues to support Ukraine with projects focused on governance, humanitarian aid, capacity building, and international advocacy — reinforcing the role of local communities in the country’s recovery and development.
Key Objectives and Strategic Priorities
To strengthen its membership base in Ukraine
To have strong and effective Local Democracy Agencies
To have ALDA become a significant player in Ukraine in supporting transformation, decentralization and development of civil society
To support Ukraine’s Recovery process and decentralization reform, having citizens’ engagement at the core of its process
To foster Ukraine’s integration into the EU via promoting multilateral decentralized partnerships
To promote links and exchanges between European partners and Ukraine partners
To promote a strong and vivid civil society in Ukraine being part of local democracy and local economic development
To develop and implement ALDA projects in Ukraine
Milestones and Key Achievements
2012
Start of ALDA’s operations in Ukraine with support from the EU Youth in Action programme
2015–21
Implementation of flagship projects such as CHOICE, BET on Democracy, JOURNEY, and IDPs SAVE
2015
Opening of LDA Dnipropetrovsk Region
2017
Launch of LDA Mariupol, in partnership with Mariupol Municipality and international partners
2022
ALDA presented its Ukraine Flagship and organized UA TaskForce
2023
Establishment of LDA Odesa – the first LDA opened under the ALDA Ukraine Flagship Initiative
Started cooperation with U-LEAD with Europe
Start of the framework partnership with DG ENEST; signed MoU with Committee of Regions

Start of cooperation with Italian MFA for Local and Regional Dimension of the URC 2025
