Flagship Initiative
ALDA’s Ukraine Flagship Initiative serves as a cornerstone in promoting local democracy, community cohesion, and resilient governance across Ukraine. Established to support reconstruction and foster social development, the initiative emphasizes grassroots democratic practices and citizen participation.
Building on the successful establishment and operations of Local Democracy Agencies (LDAs) in key regions such as Odesa, Dnipro, Kharkiv, Vinnytsia, and Mariupol, the initiative is expanding its footprint to Rivne, Ovruch, Zhytomyr, and Poltava, with active prospects in Chernihiv and Northern Kyiv. These locations have been strategically selected to enhance regional representation and provide direct support to communities in their democratic development and post-war recovery.
Local Democracy Agencies are officially registered associations, established on the basis of a Memorandum of Understanding between local partners (such as municipalities or civil society organizations) and European partners, coordinated by ALDA – the European Association for Local Democracy. Each LDA functions as a platform for cooperation, dialogue, and exchange of best practices, addressing local challenges and fostering engagement between civil society and local authorities, in line with ALDA’s mission.
Each LDA operates under an annually approved Action Plan, developed with local stakeholders and validated by EU partners, ensuring alignment with local needs and promoting resilience. The Delegate (Director), jointly selected by partners and validated by ALDA’s Governing Board, plays a crucial role in leading the LDA, coordinating activities, and ensuring effective implementation of its goals.
For 2025, the initiative prioritizes:
Reinforcing the capacities of existing and newly established LDAs, including the development of their operational frameworks and sustainability.
Strengthening partnerships with local governments, civil society actors, and EU institutions, leveraging decentralised cooperation and city diplomacy.
Enhancing community engagement, ensuring that citizens’ voices are integral in decision-making processes, particularly in reconstruction efforts.
These actions will ensure that LDAs continue to serve as effective vehicles for participative democracy, good governance, and local empowerment.
By the end of 2025, ALDA envisions a strong network of at least eight operational LDAs in Ukraine, each functioning as a vibrant hub for local democratic action and international cooperation. This growing network embodies ALDA’s commitment to Ukraine’s transformative journey, underscoring the importance of grassroots democracy in fostering national resilience and integration into the wider European community.
