Training on the Practical Organisation of the Statute-Making Process to Take Place in Lviv

On 24–25 September 2026, a practical training session “Statute of a Territorial Community: From Initiating the Process to Adoption” will take place in Lviv.

The event is held as part of the project “Empowering Local Authorities and Citizens to Promote Open Interaction and Women’s Leadership,” implemented by ALDA with the support of the U-LEAD with Europe programme.

Over the course of two days, participants will work on the practical organisation of the statute-making process in their communities — from initiating the process and establishing a working group to public discussion and the adoption of the Statute. Particular attention will be paid to legal requirements, common mistakes, public hearings, various forms of residents’ participation, and the specific aspects of organising the process under martial law.

The aim of the training is to prepare local coordinators for the practical organisation of the statute-making process and help communities create conditions for meaningful residents’ participation in its development and subsequent implementation.

The U-LEAD with Europe Programme for Ukraine on Local Empowerment, Accountability and Development is jointly financed by the European Union and its Member States Germany, Denmark, France, Austria, Poland and Slovenia to support Ukraine on its path towards strengthening local self-government.
